Bharti Airtel (NSE: BHARTIARTL) has received two penalty notices from the Department of Telecommunications over subscriber verification norms, it said in a filing on 06 Nov 2026. The notices, received on 05 Nov 2026, impose penalties of ₹1.60 lakh in the Jammu and Kashmir LSA and ₹1.02 lakh in the Uttar Pradesh (East) LSA.

    What the two notices allege

Under the licence agreement, the company must verify customers adequately before enrolling them as subscribers and follow DoT instructions on that verification. DoT runs periodic Customer Application Form audits to check compliance.

The Jammu and Kashmir notice, received at 1544 hrs IST, follows a sample CAF audit for Quarter 1, 2026-27 and imposes a penalty of ₹1.60 lakh. The Uttar Pradesh (East) notice, received at 1821 hrs IST, follows a CAF audit for August 2026 and imposes a penalty of ₹1.02 lakh. Together the two penalties come to ₹2.62 lakh.

    Two different responses

The company says it does not agree with the Jammu and Kashmir notice and will take appropriate action for rectification or reversal. For the Uttar Pradesh (East) notice it has opted not to contest and to pay the penalty.

The filing says the maximum financial impact is, as far as it can be measured in money, the penalty levied in each case. The company's wider exposure to such audits is not discussed in the filing.

What the penalties mean for Bharti Airtel's shareholders

The amounts are small against the company's scale: the two penalties total ₹2.62 lakh, against a market value of ₹12,83,670 crore at the 05 Nov 2026 close. The company has reported total income of ₹61,754.40 crore for the quarter ended 30 Sep 2026, and the filing does not say whether the penalties affect those results.

Not stated: whether the Jammu and Kashmir challenge will succeed or when it will conclude, and whether similar audits or penalties apply in other licence service areas. The filing gives no further dated step.
