Housing and Urban Development Corporation Limited (HUDCO) has told the exchanges that Moody’s Ratings, Singapore, completed its periodic review and affirmed HUDCO’s ratings at Baa3 with a stable outlook, on 16 Oct 2026. The filing says this is equivalent to India’s sovereign rating.

Moody’s affirmed the Baa3 local currency and foreign currency issuer ratings, and also the (P)Baa3 local and foreign currency ratings on HUDCO’s senior unsecured medium-term note programme. The stable outlook reflects the stable outlook on India’s sovereign rating.

Moody’s explains that HUDCO’s Baa3 issuer ratings are one notch above its ba1 standalone assessment. This reflects its assumption of a very high level of support from the Government of India, which owns 75% of HUDCO and has it implement key government policies on housing and urban infrastructure. The government also appoints two directors to HUDCO’s board.

On asset quality, Moody’s says HUDCO’s problem loans ratio, measured by Stage 3 loans as a share of total loans, fell to 1.0% as of June 2026 from 3.4% as of March 2023. It expects asset quality to stay stable over the next 12 to 18 months, because about 99% of the loan book was lent to government-related projects as of June 2026, and expects profitability to stay broadly stable over the same period.

    Inference

The affirmation means Moody’s review left HUDCO’s ratings and its stable outlook unchanged. The filing says the rating is equivalent to India’s sovereign rating, and Moody’s explains that this reflects its assumption of a very high level of government support rather than HUDCO’s standalone strength alone.

That is useful context for lenders and bond investors, since the rating depends in part on the government’s ownership of 75% and its role in housing and urban policy. For shareholders, the asset quality figures in the filing, with problem loans at 1.0% as of June 2026, show the position as Moody’s sees it. The filing does not give a forecast for the company’s earnings.
